Usman Khan
Usman Khan, leads the company’s Strategic Analysis and Consulting unit, which includes teams focusing on crime, justice, and security; health and human services; and housing and urban development. Usman serves on the company’s board of directors.
Usman joined the company in 2001 as a managing consultant, building on his twenty years’ leadership experience in health and social public policy, and became a managing director in 2003.
Usman has a PhD from the University of Sheffield and is the author of Participation beyond the Ballot Box. He has served on the boards of several public-sector charitable organizations most recently he served as the Chair of Turning Point, the UK’s largest provider of drug treatment services.

Dr David Welbourn
Dr David Welbourn is head of the health and social care practice and Director of Operations and Risk for Matrix Insight. Following more than 20 years management experience in the corporate sector covering research, finance, IT, major programme delivery, marketing, and corporate strategy, David joined the NHS as an executive director of performance in a strategic health authority. As well as establishing the SHA as one of the few rated as high performing, David contributed to the chief executive’s national working party on integrated performance and established the basis for close links between the SHAs and the healthcare commission. As Chief Operating Officer for the London Commissioning Support service, he created a new shared service organisation accountable to all 31 of London’s PCTs, building the organisational governance and defining the early portfolio of intelligence products. Since joining Matrix, he has led on several major service reviews, and extended the work in leadership development and corporate governance. He is both a chartered engineer and chartered physicist.

Andrew Beale
Andrew Beale is the Chief Operating Officer of Matrix Decisions Ltd. He has worked as a researcher, consultant, and manager in health and social care services in the UK, internationally and in the public and private sectors for 16 years, including some time in the Pharma industry. His recent clients include most of the major bodies involved in healthcare in the UK, including Department of Health, National Institute for Clinical Excellence, the Healthcare Commission, NHS Institute for Innovation and Improvement, NHS Employers, the , as well as SHAs, trusts, private and third sector providers, and commissioners. He has also worked across government sectors, working for the Home Office, Community and Local Government and the Prime Minister’s Strategy Unit. His international clients have included the European Parliament and the Inter American Development Bank, and two major US health insurers. Andrew has a Masters in Health Service Management and Information technology.

Dr Myriam Lugon
Dr Myriam Lugon is a healthcare consultant with a national profile, specialising in the development of quality systems and clinical services. She has worked on a range of projects supporting development of clinical and organisational strategies for both providers and commissioners. Her work in service reconfiguration has ranged from individual specialties to whole systems, and her experience of facilitating organisational development has ranged from individual clinical directorates, through to large, multi-site Foundation trusts, always helping the leadership teams to focus on evidence to steer a clear way forward for both the organisational design and the clinical priorities. Myriam works closely with the Matrix team of professional analysts including economic specialists and data modellers to maximise the synergies between value for money and clinical effectiveness. As an experienced practitioner in prioritisation methods she is able to guide multidisciplinary groups towards consensus, and as well as facilitating development of service re-design strategies in acute and various elective services, Myriam has also worked with commissioners to improve needs assessment and develop commissioning priorities through advanced techniques such as programme budgeting.

John Newman
John Newman is a Managing Consultant with over 15 years of experience working in healthcare, both in the UK and in Australia. John began his career as a Physiotherapist working in large teaching hospitals in Australia and as a case manager for a major public sector insurance company, before moving into more general management and strategic planning roles. Since moving to the UK in 2002, John has worked in a number of senior leadership positions, including with the Healthcare Commission, North East London Strategic Health Authority, and most recently as the Director of Integrated Governance for Newham University Hospital NHS Trust in East London. John has a broad range of skills and experience which includes strategic planning and service redesign, corporate governance and risk management, health information, and performance management.
John is currently a Member of the Chartered Management
Institute in the UK and holds a Bachelor of Physiotherapy degree and an MBA in Business Law.

David Thomas
David is Senior Vice President of Matrix International and Head of Matrix International Healthcare Services. He is also Managing Director of the Matrix Knowledge India joint venture. David’s current work focuses on assessing the prospects for major international healthcare partnering; Matrix’s knowledge-based and strategic development and systems reform offers and development of public private partnerships in the health sector in India.
David is a highly experienced healthcare manager operating at executive board director level for twenty years in the NHS (major Academic health centre’s / teaching hospital acute Trusts) and management consultancy firms with a comprehensive economics based strategic and operational management track record.
Before joining Matrix, David was Executive Director of Strategic and Business Development Imperial College Health Care NHS Trust / formerly Hammersmith hospitals NHS Trust. In this and his other roles he has had considerable experience in health systems in the US and Asia. He has a proven track record on over 250 major health care projects including a large number of high profile NHS planning projects and many with a significant international healthcare dimension.
