Andrew Richman – President

Andrew Richman is President of Matrix Knowledge Group’s US office and a co-founder of the company. He has a public policy research background working in the not-for-profit, government and commercial sectors. Andrew has over 15 years of experience leading evaluation, research and consulting assignments on behalf of government departments and international organizations. In recent years, he led a number of Matrix’s strategic developments into new markets and was responsible for corporate business development and partnerships. Andrew serves on the board of directors of the group and on the board of directors of the US business.

In addition to his role at Matrix, Andrew is an adjunct faculty member at Carnegie Mellon University. He earned a bachelor’s degree in Social Policy in 1992 from the UK’s University of Brighton. He has completed programs in Business Marketing and Strategy at both Northwestern University’s Kellogg School of Management and Cranfield University, UK.

Larry Giammo – Managing Director

Larry Giammo joined Matrix Knowledge Group in 2009 as managing director for the North American office. He leads the company’s product and service development efforts for North America. One of his focus areas is developing strategic informatics tools and evidence-based policy and practice recommendations for state, county and city governments.

Larry has high-level leadership experience in both the public and the private sector. For six years, he served as the elected mayor of Rockville, the third largest city in Maryland. As a managing director for the Corporate Executive Board, he provided best practices and strategic business management advice to senior executives at companies worldwide. Prior private sector experience includes working as a consultant to telecommunications companies and as a financial analyst for a global information services business. He has lived and worked in the US, UK and Australia.

Larry received an MBA from Carnegie Mellon University, Pittsburgh, and Bachelor’s degrees in Finance and Economics from the University of Maryland, College Park.

Louise Inman – Senior Consultant

Senior consultant Louise Inman leads the development of the consulting practice for the North American office.

Louise’s public policy expertise spans substance abuse, criminal justice and health policy. Prior to joining Matrix Knowledge Group, she was a senior policy advisor for Turning Point, a charity providing human services to vulnerable populations.

Louise holds a Master’s degree in International Public Policy from University College, London, and a Bachelor’s degree in Modern History from New College, Oxford.

Ben Vivari – Business Development Specialist

Ben Vivari is a Business Development Specialist in Matrix Knowledge Group’s North American office. Ben has contributed to projects in a number of different sectors, including education, health, and justice. He works with partners and clients to identify strategic opportunities to pursue new and innovative products and services.

Prior to joining Matrix, Ben worked as an international policy and business consultant serving both the public and private sectors, with a focus on science and technology. Ben holds an MBA in Strategic Management and Public Policy from George Washington University and a bachelor’s degree in Marketing from the University of Maryland.

Jacque Mallender

Jacqueline Mallender is CEO and a co-founder of Matrix Knowledge Group. Throughout the majority of her 25-year career, she has provided strategic policy recommendations to government agencies in the health and welfare sectors. She has a track record of solving complex problems for customers through her deep sector experience coupled with rigorous analysis and effective engagement with stakeholders.

Jacque’s belief that diverse, multi-disciplinary teams working in a highly collaborative, energized environment are most effective at solving complex problems underlies much of how Matrix Knowledge Group’s approaches its work.

Jacque participates in a variety of international research-related networks, each dedicated to furthering evidence-based decision-making. She is an active participant in the joint Campbell and Cochrane Economics Methods Group and the Campbell Crime and Justice Coordinating Group.

Usman Khan

Usman Khan, a co-founder of Matrix Knowledge Group, leads the company’s Strategic Analysis and Consulting unit, which includes teams focusing on crime, justice, and security; health and human services; and housing and urban development. Usman serves on the company’s board of directors.

Usman joined the company in 2001 as a managing consultant, building on his twenty years’ leadership experience in health and social public policy, and became a managing director in 2003.

Usman has a PhD from the University of Sheffield and is the author of Participation beyond the Ballot Box. He has served on the boards of several public-sector charitable organizations most recently he served as the Chair of Turning Point, the UK’s largest provider of drug treatment services.

Tony Munton

Tony Munton leads the company’s Evidence Reviews and Evaluations team. He also serves as an internal consultant regarding measurement and evaluation methodologies.

Tony is a Chartered Psychologist with more than 20 years experience in undertaking policy research for central and local government. Prior to his position at Matrix Knowledge Group, he worked with the UK Ministry of Justice at the UK Home Office in the United Kingdom as an Assistant Director in the Research, Development and Statistics Division.

Tony graduated with a PhD from Leeds University and he has authored or co-authored over 50 journal articles and books.

Stephen Thomas

Stephen Thomas leads the company’s Informatics and Software Solutions team. He also serves on the company’s board of directors. Stephen joined Matrix Knowledge Group through the acquisition of his informatics company, AspiraHub®, in 2006.

Stephen has over fifteen years experience providing strategic consulting, informatics solutions, and performance management systems to executive management teams and boards of directors. He began his career advising on triple bottom line reporting frameworks and stakeholder communication.

Stephen holds an MBA and a Bachelor’s degree in Economics. He is a member of the Institute of Marking and the Institute of Directors. He also sits on the advisory board for WasteLink alongside DEFRA, Tesco, Envirowise, Middlesex University and Centre for Tomorrows Business.

Poonam Kumar

Poonam Kumar leads the company’s expansion efforts in emerging markets. Her current focus is on building the company’s presence in India through a joint venture with Mega Ace Consulting, a prominent consulting company with a broad presence in India and several emerging economies.

Poonam has over 30 years experience in international business development, with a deep knowledge of emerging economies. She has advised government and private sector customers across the world in areas of trade and investment policy development, business strategy, organizational development and capability building, among others.

Poonam has Master’s degrees in both Cost Accountancy and International Economics, and a Bachelor’s of Commerce degree from the University of Mumbai. She has completed programs in Human Resource Management and Global Strategy Management at INSEAD. Poonam has also completed the executive education program for company owners/presidents at Harvard Business School.

David Thomas

David Thomas is Senior Vice President of Matrix International and Head of Matrix International Healthcare Services. He is also Managing Director of the Matrix Knowledge India joint venture. David’s current work focuses on assessing the prospects for major international healthcare partnering, Matrix’s knowledge-based and strategic development and systems reform offers, and development of public-private partnerships in the health sector in India.

David is a highly experienced healthcare manager, operating at an executive board director level for twenty years in the NHS (major Academic health centers / teaching hospital acute Trusts) as well as at management consultancy firms with a comprehensive economics based strategic and operational management track record.
Before joining Matrix, David was Executive Director of Strategic and Business Development at Imperial College Health Care NHS Trust (formerly Hammersmith hospitals NHS Trust). In this and his other roles he has had considerable experience in health systems in the US and Asia. He has a proven track record on over 250 major healthcare projects including a large number of high-profile NHS planning projects and many with a significant international dimension.

Kevin Marsh

Kevin Marsh is Director of Economics at Matrix, with responsibility for our economic evaluations of public policy, in particular criminal justice and public health interventions. He completed his PhD in Economics at the University of Bath. Kevin joined Matrix in 2003 following a year at the Social Disadvantage Research Centre at Oxford University. Since joining Matrix, Kevin has undertaken economic evaluations on behalf of European and UK-based clients including the European Commission, the Ministry of Justice, the Department of Health and the National Institute for Health and Clinical Excellence.

Kevin is an active member of the Campbell and Cochrane Economic Methods Group and has presented on the use of economic evaluation methodologies to the (UK?) National Institute of Justice and (US?) Department of Health and Human Services.

David Pritchard

David Pritchard leads the team within the Strategic Analysis and Consulting unit which brings to bear deep capabilities in quantitative and qualitative research and evaluation. His team is comprised of statisticians, economists, data analysts, evaluators, researchers and management scientists.

Before joining the company, David, a British citizen, spent the bulk of his career in the United States, working for eleven years as a management consultant with a large professional services firm in Washington D.C. Much of his work there focused on reform of US. federal government. Previously, he worked for four years as an economist with the New York City government.

David has a Master’s degree in Public and Private Management from Yale University’s School of Management, a Master’s degree in Peace Studies from the University of Notre Dame, and a Bachelor’s degree from Oxford University.

Paul Dolan

Paul Dolan provides guidance on analytical methods employed by the company . He is also a Professor of Economics at Imperial College Business School where his more recent work has focused on the theory and practice of measuring individual and community well-being.

Paul is recognized as one of the world’s leading health economists, and he received the Philip Leverhulme Prize in Economics in 2002. He has over 80 peer-reviewed journal publications in leading economics, health, and social science journals and has secured research grants from a range of funding bodies.

Paul is particularly noted for his multi-disciplinary approach. He has written papers and worked collaboratively on research projects with colleagues in economics, psychology, sociology, philosophy, political science, criminology, public health and medicine.

He has a long standing relationship with Matrix Knowledge Group. He has previously held posts at York University, Newcastle University, Sheffield University and Princeton University.

Alan Mackie

Alan Mackie is Director of the Matrix Crime and Social Policy team. Alan joined the group in 2008, following the merger with MHB’s Crime Risk Management team, where he had previously been a partner. Prior to MHB, Alan worked in research at the Home Office Crime and Criminal Justice Unit. Over the past 14 years, Alan has worked on a number of crime and social policy research and evaluation projects for central and local government, including the Home Office, the Office of Criminal Justice Reform, and the Youth Justice Board. He has undertaken work with Drug Action Teams and is currently managing the evaluation of the Cabinet Office’s flagship poverty reduction program, “Adults Facing Social Exclusion”. Alan has published reports on youth inclusion, youth justice, and the effectiveness of the criminal justice system (including the operation of the courts and sentencing and probation).

John Burrows

John Burrows is a Senior Business Development Advisor to Matrix, having formerly led the Crime, Justice and Security team, which is a part of the company’s Strategic Analysis and Consulting unit.

John joined Matrix Knowledge Group in 2008, as a result of the acquisition of the crime risk management unit of Morgan Harris Burrows (MHB), the consultancy partnership he founded with James Morgan and David Harris in 1991. During his 17 years in MHB, John led a highly successful team of staff and associates with responsibility for some of the UK government’s highest-profile research and consultancy assignments, including the Review of Police Crime Recording, as well as the evaluations of a number of major initiatives, such as the Youth Justice Board’s Youth Inclusion Program, the National DNA Expansion Program and the implementation of the Single Non-Emergency Number.

Mariell Juhlin

Mariell Juhlin leads the company’s team serving customers in continental Europe. The team’s customers include the European Commission’s Directorate Generals, the European Parliament, the World Bank, national governments and regional agencies.

Mariell is an economist with extensive experience leading large-scale, complex (multi-disciplinary, multi-stakeholder, multi-country) evaluations, impact assessments, studies and projects. She joined the company from The Evaluation Partnership, where she was a manager. She has also worked as a consultant for Bannock Consulting and a Political Advisory at the Swedish Ministry of Finance.

Mariell has both a Bachelor’s and a Master’s degree in International Economics from the University of Lund, Sweden. She is a fluent speaker of English, French, Spanish, Catalan and Swedish and has a working knowledge of several others languages, including Danish and Norwegian. She is a member of the European Evaluation Society and the UK Evaluation Society’s regional planning group for London.

Myriam Lugon

Myriam Lugon is the company’s medical director, serving as an internal consultant and resource on a wide variety of health and human services projects.

Myriam has deep knowledge and extensive practical experience in a range of areas that include: patient safety, clinical excellence, clinical governance, and development of clinical services. In addition, she has convened a standing panel of clinical experts to help inform Matrix Knowledge Group’s work in areas related to health and human services.

Myriam received the Diplôme Fédéral de Médecin in 1976 from the Medical School University of Geneva, Switzerland and was made Member of the Royal College of Physicians in the UK in 1982. She became a Fellow of the Royal College of Physicians in 1994. She has also completed several additional educational courses in the fields of Development Studies, Accounting and Financial Management.

Myriam currently serves as the Chairperson for Victim Support for Kensington and Chelsea and the Health and Social Care Development Agency CIC.

David Welbourn

David Welbourn leads the Health and Human Services team, which is a part of the company’s Strategic Analysis and Consulting unit. David joined the company with over twenty years of management experience in both public and private sector organizations. At different points in his career, his responsibilities have included leading: research and development, finance, IT, program delivery, marketing, and corporate strategy.

Immediately prior to joining Matrix Knowledge Group, David led the development of organizational governance processes for a consortium of London Primary Care Trusts, which provide health services to London residents. Previous work experience includes serving as executive director of performance in a strategic health authority (SHA) in the UK National Health Service. His work for health care delivery providers has focused on organizational governance and implementation of governance initiatives.

David has a PhD in Electrical Engineering from Edinburgh University, and a Bachelor’s and Master’s degree in Natural Sciences from Trinity College, Cambridge. In addition, he is a Chartered Engineer and a Chartered Physicist.

John Newman

John Newman is a Managing Consultant with over 15 years of experience working in healthcare, both in the UK and in Australia. John began his career as a Physiotherapist working in large teaching hospitals in Australia, and as a case manager for a major public sector insurance company, before moving into more general management and strategic planning roles. Since moving to the UK in 2002, John has worked in a number of senior leadership positions, including with the Healthcare Commission, North East London Strategic Health Authority, and most recently as the Director of Integrated Governance for Newham University Hospital NHS Trust in East London. John has a broad range of skills and experience which includes strategic planning and service redesign, corporate governance and risk management, health information, and performance management.

John is currently a Member of the Chartered Management Institute in the UK and holds a Bachelor of Physiotherapy degree and an MBA in Business Law.

Jeremy Collins

Jeremy Collins leads the company’s software development initiatives and plays a key role in working with customers to support the development and delivery of informatics solutions.

Jeremy has over 15 years of experience developing software solutions and tools for a wide range of private and public sector organizations. He has delivered web-based and desktop applications in many programming languages, is well versed in web development standards, and is an advocate for using agile software development methodologies. These products have been widely used in government agencies, local public sector departments and large companies.

Jeremy holds a Bachelor’s degree in Mathematics.
